lost ability to size a program's window?

Somehow I've lost the ability to open via a shortcut a program in a normal
(and, thus, sizeable) window. The shortcut is set up OK - in the properties
window, "normal window" appears in the "Run:" box.
When I click on the shortcut, it always opens the window minimized - then I
have to right-click the task bar icon and click on "maximize" to get the
program to run. While running maximized, when I click on the upper right
hand corner's "Restore down" button - it minimizes to the taskbar.

Bottom line, I can't get it to open in a normal window.

Any help would be greatly appreciated. Thanks.

After "restore down" r-click it on the Taskbar and select "Move" to get
it back onto the viewable area of the desktop.
