Problems with Winsock provider catalog

I am trying to help a disabled user with a Dell Dimension 2400 series
running XP who cannot connect to the internet. She keeps getting the
message "Problems with Winsock provider catalog".

When the option to fix the problem comes up, she selects the option and then
restarts her computer but she continues to get the same error message as
above.
I believe the problem resulted from spyware on her computer. I have removed
the spyware.

When I searched the internet, I find solutions but they require her to
download the solutions to her computer. She can't get to the internet so
can't download them.

Any help with this problem would be greatly appreciated.

Have her execute in a Command Prompt:

netsh int ip reset
netsh winsock reset

Then reboot her PC.

Thanks very much for your response and your direction.

I entered netsh int ip reset and hit enter.

The following appeared: Initialization function inithe1perdll in
ipmontr.dell failed to start with error code 11003. One or more essential
parameters were not entered. Verify the required parameters and reenter
them. The syntax supplied for this command is not valid. Etc.

Then I entered netsh winsock reset.

I got a similar error code 11003.

But then it said:Successfully reset the winsock catalog.

So I rebooted but still couldn't get on the internet.

What did I do wrong?

I successfully downloaded the software to my PC and have it loaded on her PC
but I can't remember how to get to the Administrator Sign on screen as
required for this software. I have seen the screen in the past but tonight,
I can't figure out how to get back to it.

Thanks again for your help.

It worked! I finally got an answer as to how to sign on as an administrator
and used a couple of different software downloads to fix the problem and one
of them worked and so she now has access to the internet. Thanks!
