problems with the don't download from server rule

When I open an email using Windows Mail, I lose the email on my Comcast
account. I have applied the do not down load rule and when I do that, I do
not get any new emails in my Window mail? How do I retrieve email from
Window mail without losing the file on the Comcast server?

In Windows Mail go to Tools, Accounts, select that mail account,
Properties, Advanced. Enable "Leave a copy of messages on the server."
