problems with shutting down

A couple of months ago I installed a joint USB2 and firewire pci card to
replace the firewire card I had , since then when I try to shut the pc down
it does everything as normal but at instead of staying switched off the
moment it shuts down it starts up again . The only way I can turn the pc off
now is by waiting for it to shut down and in the millisecond before it starts
up again I swith the power off. I've tried system restore but this won't work
, any ideas anyone?
