problems with my screen scrolling

well, i recently reformatted and reinstalled windows, and my problem is that when i scroll, the screen overlap itsself. also, my options to turn my computer off, restart or to stand by, the stand by is greyed out. someone has suggested that it may be some drivers i need.. if you can help that would be great, thanks.

If you reinstalled OS, you also need to reinstall drivers
that came with the hardware if XP don't find them for
you. Check for a colored !or? in device management next
to your video adapter or display. Also,check in your bios
under power management for proper settings for your
standby issue....Good luck.
