Problems with Microsoft Office Outlook Program

I can't open the Microsoft Outlook Program and I use it for my emials. This
is the message I get when I click on it: Cannot start Microsoft Office
Outlook. Unable to open the OUtlook window. The set of folders could not be
opened. Please tell me what to do to fix this problem.

Ever used it before?
Make sure your accounts are configured correctly and that you have a valid
default delivery location;
Control Panel-> Mail
