outlook will not open

When I try to open outlook I get an error message that reads....cannot start
microsoft outlook. Unable to open the outlook window. The set of folders
could not be opened. The server is not availabel. contact your
administrator if this condition persists.

I have uninstalled office and reinstalled the program and still get the same
message.
