outlook 2003 will not open

I receive the following message when attempying to open outlook 2003

"Cannot start Microsoft Office Outlook. unable to open utlook window. The
set of folders could not be opened. The server is not available. Contact your
administrator if this problem persist."

I have tried repair program, as well as a complete uninstall/reinstall. I
even created a new profile.

Is this a new problem or has it always happened? Is the new profile pointing
to an existing PST file?
