unable to install outlook 2003

I cannot start microsoft office outlook I get the following error message.
Unable to open outlook window. the set of folders could not be opened. The
server is not available. Contact you system administrator if this condition
persists.

No I am currently using outlook express and thought that 2003 would auto
install over the top of express ??? what do I need to do ?

No, Microsoft Outlook and Outlook Express are totally unrelated
products; it is not an "upgrade".

Check your Outlook Express settings (POP/SMTP server names,
userids/passwords), then set it up the same way in the Control Panel's
Mail applet. If you have the Outlook icon on your desktop, you can
right-click on it, Preferences, then set it up from there.

I am unable to locate the folder c:\documents and setting, with the name

local settings. folder and I think this is the problem ?

Why would you be looking there to set up Outlook? Go to Start-Control
Panel-Mail and add your account there.

Outlook is saying that it is unable to open my default folders. It also
suggest running the inbox repair tool Scanpst.exe to diagnose and reair the
errors in the file. In
control panel\ mail \ Data files, it indicates this folder in located in
local setting folder which I can't find to run the SCANPST.EXE on to repair.
I think I may have a folder missing ?

For English Outlook 2003, look in %CommonProgramFiles%\system\MSMAPI\1033 to
find SCANPST.EXE.

WEll it worked to some point but i hit another snag....
now i cant accsess my inbox im downloading mails to a location i cant find
and ther is no inbox now, my inbox was changed to recovered folder ..

help heeelp
