Problems with internet access after installing SP2

Last month I installed SP2 and then, a week later, some updates that Windows
Update said were related. Since that second install my internet connection
has been flaky. It's slow at best and I don't have access at all for hours
at a time.

By "internet access" I mean everything, such as:
Web via Internet Explorer.
E-mail via Outlook Express.
NAV LiveUpdate.

For example, on Send/Receive, the progress bar will say, "Receiving 1 of 3",
then "Receiving 2 of 3", then "Error", all VERY slowly, and no messages
appear in the Inbox.

As another example, LiveUpdate appeared to find what it wanted on the
Symantec server but then said, "Unable to access downloaded file".

Sometimes rebooting helps. Resetting the cable modem doesn't. AdAware
didin't find anything undesirable.

A second computer running Windows 98 has no problems at all (sharing the
same cable modem).

Continuing my original post:
I have a Linksys router to which both computers are attached. The router is
said to have a firewall. Could that be the problem? Are the Linksys
firewall and the new SP2 firewall wrestling for dominance?

How do I temporarily turn off all firewall functionality in XP in order to
test this theory? I tried the obvious but it didn't fix the problem.

Thanks to anybody who has ideas. After a perfectly good weekend, I lost
access again this morning.
