Only one username is allowed to access internet

I have a new PC with XP Pro sp2 installed. It was linked to a Cable Modem
successfully and can access the internet under the username that set up the
account. However, when other users log on (to the same PC), they are unable
to gain access to any web pages or even access HyperTerminal addresses.
The LAN connection parameters all look fine and packets are being
transmitted and received (although very slowly). The user gets the "no server
response" error message. Any other program that requires an internet
connection (for updates, etc. ) cannot access the web either.

What account are you talking about? If you use PPPoE or similar connection
the connector must be allowed to work for *anyone on this computer*.
