Problems with IE6 SP1 Opening New Windows

I have the exact same issue so if any help found, I'd
appreciate hearing about it!

with IE. All are running Windows 2000 Pro with all latest
updates and IE 6 SP1. Whenever a user clicks on a link
that will open a new IE window OR if the user right-clicks
and chooses open in new window, the new window comes up,
but does not forward the link to it. It comes up to
about:blank. I've tried running the installer again, but I
haven't found a stable way to removed IE and reinstall.
Does anyone know of a registry fix or otherwise for this
issue? I would be greatly appreciative of any assistance.
