Problems with Disk Cleanup & Defrag

I work with PC's & ntwk's for a living. I am stumped!
My sister was deleting un-needed files fm her PC (need I
say more). All is well except, Disk Cleanup will no
longer run, and Defrag never gets past 2-3% and restarts
over and over.....

I have manually cleared all fm memory, still no help.
What did she delete? Help! Short of a complete reload, I
have found no info in knowledge base or online.
