Problems with control panel

On a system running Windows 2000, I'm able to run
everything in Control Panel except Add/Remove Programs.
The system is being logged into administrator mode but no
matter what I do, I can't seem to get into that one
option. Any ideas?

#1 troubleshooting step: Does this happen in Safe Mode?
- If not, you might need hotfix 834010

Other troubleshooting steps:
- Disable antivirus
- Disable third-party browser extensions (see below)

To disable these:
- Open Internet Explorer
- Clear the checkbox for "Enable third-party browser extensions
(requires restart) found in Tools > Internet Options > Advanced
If this works, then you can proceed to delete the one(s) causing the
problem:
- Run Regedit
- Entries for browser extensions will be found in the below key.
Export and delete the suspect ones.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Extensions
