Repairing Control Panel Shell/files

A Troj_Generic.Dit virus infected my computer. I was able to remove the
infected files and in doing so, lost whatever files allow access to the
Control Panel. It no longer is located on the Start Menu and right-clicking
the 'My Computer' icon on the desktop opens an error message that this action
has been terminated because of lack of authorization. So how do I restore
control panel, short of reinstalling Windows?
