problems scrolling on internet explorer

i just got a new motherboard and processor for my computer
and now when i use internet explorer 6 there is a stutter
when i try to scroll down instead of a smooth transition.
everything else is working properly.

Install the motherboard's chipset drivers and update the video card drivers.

If the problem started after installing this week's IE Update

/bulletin/ms03-048.asp), it's being caused by a bug about which MS is aware.
