Problems removing a DC

Hi

I have a DC which i want to demote so that the domain is removed from my
forest. This was a test domain which I have pointed to itself for DNS in
addition to pointing to the FOREST DNS server. In both cases when I run
dcpromo and try to remove the domain I get the following error message:

operation failed because:
the directory service failed to replicate off changes made locally
the DSA operation is unable to proceed because of a DNS lookup failure.

If I look at the DNS server on the forest i do not see the domain and
associated records for the domain I wish to remove. The same applies to the
domain I am trying to remove, I do not see the domains for the rest of the
forest. I am not sure this has anything to do with anything but I thought I
would throw it out there.

Any thoughts? I have gone through a number of MS fixes including:
