Problems opening a file

This is an odd problem.

I have a machine in my network running office 2003 professional edition.
When I double click on an excel file from a local hard drive and it opens up
excel.exe and does not open the file itself. I've checked the file
associations relative to another machine that can open the file and they are
both identical. I've uninstalled and reinstalled and the machine has the
latest office service pack.

note: Once excel.exe is running you can open the file using the file > open
function however this is "not sufficient" according to the user.

Any ideas?

Choose Tools/Options/General from the Excel menu on the affected
computer and make sure the "Ignore other applications" checkbox is not
checked.
