Problems for intallings programs, except for games

I have problems for installing some programs for exemple
for norton antivirus, when I click on setup it work and a
windows pop out letting me see that its starting to
install, but when its starting something pops out and says
that it can't do it.
"Its saying that the program encounter some errors, maybe
that windows was not install properly"

ps: during the installation of windows there was missing
two files, one is dat and the other I forgot, can my
computer still be save? cuz I don,t want to reformat it
again -_-' cuz I already install lotta stuff

you restore the registry if u have the good one in your
machine,or reinstall the os
