Problem with system restore

I am using Windows XP on a Dell Computer. I had uninstalled a program
for use with a new cell phone. After I rebooted and logged in, I no
longer got a a Start button on my desktop but all my other icons
appear. However I cannot connect to the internet. When I select System
Restore from Accesories (or anywhere) I get a popup
"System Restore is not able to protect your computer. Please restart your
computer, and then run System Restore again." Restarting it does not help. I have tried this as logon Admin in Safe Mode as well with same results. I also tried the Safe Mode Command Prompt and tried running System Restore with command %systemroot%\system32\restore\rstrui.exe but that does not help either.
