System Restore is not available

I'm having a problem with System Restore.
When I try to open system restore to set a restore
point I get a message: "System Restore is not able
to protect your computer. Please restart your
computer and then run System Restore again."
When I restart and try again the same happens.
I get the same results in Safe Mode. My system
is running WindowsXP Professional Service Pack 3.
Any insight to this situation will be appreciated.

Start/Run msconfig, go to the Services tab. Locate the S/R entry and
disable (uncheck) it. Click Apply/OK and reboot. Then try reenabling it the
same way.
