Windows XP will not start

I'm in safe mode. clicked on start with command promt. cmd.exe window is up.
problem is the promt reads c:\documents and settings\ administrator. when I
type in %systemroot%\system32\restore\rstrui.exe it fails to work.
Any sugestions?

Without the error message there isn't too much that we can tell you.

Thank you for your reply.
I will start from the begining. turn computer on. After windows starts
booting a window pops up says virtual memory minimum too low. within the
window it says that windows is increasing the size of the VM paging file. As
far as I can tell windows is not increasing memory. So I will click OK then
blue screen with welcome in the center. Thats it. Now I will turn computer
off and then on again. Hold F8 and hope that it starts in safe mode. Select
start with prompt. Trying to restore with no luck.
