According to my experience, one of the cuase of your problem is the
registry information of URLMON.dll is not correct. If it is the case, let
us try the below steps to re-register this DLL file.
1. Close all Internet Explorer window
2. Click Start, point to Run
3. Type the command "REGSVR32 URLMON.dll" (without the quotation marks) and
press Enter
4. You will receive a message to tell you "DllRegisterServer in urlmon.dll
succeeded"
5. Click the OK button
6. Restart your computer and try again.
