Problem with my browser

I can't change the button layout in my toolbar. All the selections are dimmed out, and there is no 'unlock/lock toolbar' button. This has happened before, and now it came back
I also can't get the web adress to display at the bottom of the screen when i have my pointer over a link

Toolbars are locked - Unable to customize toolbar and tool band:

For the latter, View > enable Status bar?
