How to save Browser settings?

I'm using IE v6.0.2800.1106 and the Links bar keeps
going back to the right of the GO button, which is to the
right of the URL bar. I then unlock the toolbars and drag
the LINKS bar down below the URL bar, so that it is on
the 3rd line of my browser, rhen I lock the toolbars
again.
The enxt time I upen IE, the links bar is back on the far
right of the second line. How can Iget it to stay in the
3rd line?
