problem with mouse and keyboard

while i am using the internet or typing, the control or
shift key gets "stuck" even though i never hit either
one. I have used anti-virus programs, and viruses were
deleted, but this problem always happens right after i
restart my computer. Any suggestions on how I can find
the reason for this? I don't think it's my keyboard or
mouse, because both are pretty new.

Check the accessibility settings in Control Panel to see anything has
been selected to cause the problem. Other than that, try a different
keyboard or try the current keyboard with a different computer.

Since you say the problem starts after restart, does this mean you are
able to un-stick these keys? How?
