Problem with Desktop Background

I've exausted the search of this site for a solution to this problem, still
no luck. I try to put a background to my desktop but can only change the
color. When I log out of my username, the wallpaper appears but only for a
short time. Then when I log back on the color is all that shows up. Help...
Anything would be grand.

For Windows XP Professional
===================

1. Click Start - Run - type GPEDIT.MSC and press Enter
2. Expand to User Configuration - Administrative Templates - Control Panel -
Display
3. On the right-side pane double-click the entry "Prevent Changing Wallpaper"
4. If the value is set to "Not Configured" or "Enable" then set it to
"Disable"

For both Home & Professional edition
========================

1. Click Start - Run - type REGEDIT and press Enter
2. Expand to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer\ActiveDesktop
3. On the right side pane - check if there is an entry
"NoChangingWallpaper". Set its value to 0 by double-clicking or delete the
entry.

If that doesn't help then read what Microsoft has to say about this and
resolution:

You can try if neither of above works:

A key in your registry is probably pointing to a deleted file refered to as
desktop.html

If you go into your regedit and follow this path: HKEY_CURRENT
USER/SOFTWARE/MICROSOFT/WINDOWS/CURRENTVERSION/POLICIES/SYSTEM

In there you may see a key that points to the C:\Windows\Web\desktop.html

If you see that key DELETE IT. Your virus software probably found this
hijack desktop viruz and deleted the infected file already.

For the record, I am working with the Home Edition (Sorry I didn't specify).
I tried all three of your solutions with still no luck. I'm wondering if it
is some sort of virus, and how to be rid of it. The only way I can have my
desktop background show up is to set my computer to log out when turning to
screensaver. Upon turning to screensaver, the background image shows up for a
short instance with no icons appearing on it. Then the screen saver shows up.
I created a new user acount to see what that would do... Sure enough it was
working fine. I had my background image up but after only a few minutes it
regressed back to just the color. What a pain!

There were 4 ways to recover Background Option:

1. GPEDIT.MSC
2. Deleting entries from Registry.
3. Microsoft Website who also points to delete some registry entries.
4. This one was also a registry hack by deleting an entry from:
USER/SOFTWARE/MICROSOFT/WINDOWS/CURRENTVERSION/POLICIES/SYSTEM

One of above either should work. You must scan your computer for SpyWares.
It is surely infected. Meanwhile, you can also search the news group for the
same problem. You will really find a solution.
