Problem shutting down and starting up

Question about Microsoft Outlook 2003
When I check my e-mail the first time, it works find. When I close it the
Outlook
Icon stays on the taskbar. When I go back to check e-mail again, it does not
open. If I click on the taskbar icon this message comes up

“Outlook is not responding. If you are using an exchange server e-mail
account,
you can cancel pending server requests by clicking on the Outlook icon in
the
notifications area, and then clicking Cancel Server Request on the shortcut
menu. “

I use a pop3 account, no exchange server.

The only way that I can't use Outlook is to reboot. Then it opens with an
option
to start in safe mode, to fix problem. I don't know what the problem is to
fix.

You don't need to reboot. If the outlook.exe process is listed in Task
Manager after unloading Outlook (wait about 30 seconds after exiting
Outlook) then kill it. From what I've heard from OL2003 users,
Microsoft never has repaired the problem of Outlook hanging on unload
and thus leaving behind a remnant in memory, so this defect has rolled
through several versions of Outlook (and one of the reasons I am
deterred to bother spending more money on their latest version which
still rollovers old bugs).

Did you migrate over old plug-ins under a prior version of Outlook and
still trying to use them under OL2003 although they may not be certified
for use under OL2003? (Tools -> Options -> Other -> Advanced [for
OL2002].)
