Outlook hangs in Taskbar when closed will not reopen without rebo

Message in Taskbar --

"outlook is not responding. If you are using an Exchange server e-mail
account, you can cancel pending server request by clicking the outlook icon
in the notifications area, and than clicking Cancel Server Request on the
shortcut menu"


What does this mean and how do I stop it from happening?
