Problem sending through XP

I think this is going to be one of those questions where
the answer is really obvious and as soon as I hear it,
I'll feel silly for even asking. I'm willing to take that
chance though!

I've recently acquired a very nice new system - WinXP
Home, 512 MB RAM, Pentium 4, nice and fast. My brother got
an even faster system and donated this one to me. However
it seems to have some issues, or quite possibly the 1
issue causing the various problems. I'll give some
examples...

* Trying to log onto Internet Banking, it refuses to load
the applet.
* Can receive email in OE6 but can't send (although I'm
having trouble getting Windows Update to work as well, and
when I send the error number to Microsoft, that sends fine
with OE!)
* Says it has sent email in my ISP's webmail but it is not
sent.
* Can't log into Hotmail at all, either directly or via
ePrompter (www.eprompter.com )
* wouldn't let me send a message here either, I'm having
to use my old Win 98 which works fine for all the above!
* other similar issues, like not being able to submit forms

It looks like it's all to do with being able to receive
stuff but not send it. I've tried lowering the Internet
security zone setting to Medium to no avail (was medium
High), and have tried turning off the Firewall (Zone
Alarm) which didn't help either.

Like I say, it's probably a basic sort of solution; I
actually hope it is! Any ideas here?
 
Have you fully checked out the machine for nefarious software that may
be interferring with things, e.g. virus, spy-bots, and worms? Did you
turn on a firewall before connecting to the internet? Is the machine
clean of these these things? Assuming the machine worked for your
brother, think also about what else may have changed to cause the
failure. Computers don't just stop working for no reason. Something
changed. What?

Thanks for the reference to "eprompter;" I was not aware of it and it looks
interesting.

My *guess* is that the problems you are having logging in to hotmail and
your banking service may be related to the way your IE security settings
have been set up. You could try returning to the "default" levels to see if
it helps: Tools|Options>Security Tab, click on the "default level" button.
The problems with Outlook Express might be unrelated- you may just not quite
have it set up properly to connect to your ISP's mail and news servers.
Have a look in the help section of your ISP's site for info on setting up OE
to connect to their servers. Or just give them a quick call.

Or try updating your AV, THEN temporarily disable your firewall and see if
you still have the same problems.

Also check privacy settings because you may need certain
cookies for some sites, such as the bank. You may want to
set custom settings for the bank and some other sites to
allow cookies while blocking others.

As your brother for help, most likely he set some special
settings and they are still there.

Since it is fairly new to you, you may not have a lot of
your personal files loaded or those you have would be easy
to backup. You might consider a clean reinstall (your
brother did provide you will all the software CDs) and that
should solve the troubleshooting issue.

Thanks for the suggestions, but they were to no avail!
I've done a thorough virus and adware check and it came up
clean. I also set all the security levels to default and
that made no difference either.

I've even tried reinstalling XP, reinstalling IE6 and
running the Repair tool on IE, none of which helped. I'm
sure it's not a configuration problem with Outlook Express
either because as I say, when I sent the error number to
Microsoft, it sent itself through OE fine.

SO all the problems I mentioned still remain. it must be
some configuration thing, but what?! I gather it's not
any sort of port issue?
 
If you reinstalled XP, why did you also reinstall IE? That should have
come on as part of XP? Did you apply all Updates before connecting to
internet? What is the 'IE Repair Tool' ... I don't see that on my copy
of IE and I don't see it mentioned in "help". Just what did you do?
When you reinstalled XP, just exactly what did you do?

Applets are a Java application. Visit http://java.sun.com
to install Java.
* Can receive email in OE6 but can't send (although I'm
having trouble getting Windows Update to work as well, and

with OE!)
* Says it has sent email in my ISP's webmail but it is not
sent.
Check Account settings in OE in Tools, Accounts esp. Incoming/Outgoing
servers, username and password as well (type it in again to make
sure its correct).

ePrompter (www.eprompter.com )
Clear out Temp Internet Files etc. Also check that Privacy settings
are set at Medium. Clear out old cookies as well just in case.
