just installed the new version Msn Messenger 7.0

My setting was always sign is as: Appear Offline but notice a minor
problem. when signing out and closing msm messenger 7.0, when opening
msn messenger 7.0 again to use it i notice that the setting was alway sign
in as: online instead of Appear offline. the functionality of appear
offline still remain the same even tho it showing online, it's very
deceiving. is this a minor bug?

try the following instruction below to see if its a bug/problem..etc :

if your setting is alway sign in as: appear offline
sign out of msn messenger 7.0 and close. open msm messenger 7.0 and
check if always sign is as: appear offline was change to online or showing
online.
if you see online don't change it instead sign in you still should have the
appear offline functionality.

Yes, i noticed it as well. Msn Messenger always signed in as online
irrespective of how the status we were when we signed off. In the beta, we
could change it to other statuses including 'appear offline' while it was
signing in. But like you said, in the final release, if the status at the
time of signing off was 'appear offline,' the next time we sign in, it
appears as if the status is 'online,' but it eventually signs in apeearing
offline. I am not sure if this is a bug or a new functonality!

Allan, I changed my sign in to 'appear offline' then sign out and closed
messenger. When i opened messenger to log on my status showed 'appear
offline'. However, when i signed on and my contacts appeared the sign in
status changed to 'online' when, in effect, it should have remained as
offline. I have to admit i didn't notice this during the beta trial.

This is a new feature and not a bug.
This is anew feature included in version 7.You have the option to sign
into MSN Messenger and appear offline until you change your online
status. In addition it's upto you to invite or accept an invitation to
add users to your contact list. That way, people outside your list cannot
communicate with you without your approval.

The point the OP is making is that MSN is not doing what it should be doing.
Yes it is a new feature but one expects that, when you have chosen the
option to 'appear offline' the next time you log on you should still be
'offline'. Simply logging on and finding you are online when you should be
offline is defeating the object.
As it stands i wouldn't trust the offline option. Personally i don't use the
option, but i did check what the OP had done and i had exactly the same
problem.
I gather there are supposed to be some updates for windows/office etc and' i
think, msn messenger, so perhaps the updates will fix the problem.
