Problem at bootup

I recently opened up my PC and removed all the components from it in order to
clean the dust and grime build up that occurs over time. ESD isnt an issue
as i was wearing a static strap. The system starts up, does the RAM count,
but after that i get nothing. No beep, nothing. At the front of the PC, the
two floppy LED's are constantly on. What does this indicate and can i fix it?
or is this a Mobo issue or a cpu issue?

It could be many issues. Have you tried using the A drive (floppy) and see
if it works? Also tried using the CD=Rom drive?

I tried to get it to boot , and i got 2 beeps. Does that mean a problem with
the Video card? could it be that i have a cable reversed?

That has happened to me before, it was the ide cable for floppy was
reversed. To test, unplug ide/power from floppy and boot. If it boots, you
can correct the cable. If it doesn't, then this is not your issue!
