Problem after software install

I have a customer that install a verizon card in his XP Home version of
windows. when her rebotted the system you will see the user screen but none
of the icons appear on the desk top. Nor does the start menue appear. This
is the same for all profiles. Is there a way to restore to a previous date
from the comand prompt?

Ctrl-Alt-Del to get Task Manager. New Task>cmd [enter]

At the command prompt:

c:\Windows\System32\restore\rstrui.exe [enter]
