Problem after re-install Win XP Pro over existing version.

After so many times error messages of "Win NT/Prefetch/User init.exe-33355e 3c.pf is corrupted .. please run check disk.." and computer kept hanging and required a re-start. I used the Win XP CD to re-install without remove or re-format the current drive C. I managed to re-install Win XP Pro over the existing version. When browse in to MyComputer/Drive C:/Program Files. I can see all of program folders still there; still yet I can't start them or see these programs from Start/All Programs. Also. on my desktop.. all icons are gone except Recycle Bin's icon. When go to Control Panel/Remove programs; there are nothing there for me to safely remove.
1. Should I delete all programs in My Computer/Drive C:/Program Files and re-install them? What is the safest way to do this?
2. How would I know this newly install is a good install? Seems like it runs pretty smoooth and fast.
3. How do I get the usual icons back on the desktop, or this is a sign of a corrupted version/install?
Any recommendations are very appreciated.

This is a really good question. I have been asking Microsoft the same thing for over two weeks now. They have had a bit of input on all of the problems I encountered, but absolutely no help on how to correct the problem. Good luck, if you find anything out, I'd appreciate hearing about it. You may not have to delete any programs. Have a look at the article by MVP
Michael Stevens on how to perform a 'Repair' install of XP. You will
however have to re-download/re-install the Windows Updates.
