Problem accessing Windows Installer Service

I am trying to install a Logitech FORCE 3D joystick. The joystick is being
recognized , and is working. However, when I try to load the software CD that
came with it, I recieve the error message: Windows Installer Service could
not be accessed. Haven't had a lot of help from the so-called "support" ,
thought I'd try some real people. Anyone out there have a suggestion?
