Prioritize Services in MsConfig

in run msconfig, you can see the services that are starting on a computer. I
need certain services to load first, because a program in the StartUp folder
needs them. Sometimes the program in Startup gets going to quickly, and
beats the service that it needs to run, causing me to have to start it
manually.

Anyway to prioritize on services start?

Why can't I use msconfig to change my services?

[[The reason is because with msconfig and Hardware Profiles, you can disable
services that may be vital to boot your system. With the management console
(services.msc) you cannot. Also, msconfig, while unchecking the box, is
disabling the service.

The "Disable All" button also scares me. It should not even be there as no
reason exists to justify disabling "everything."]]

I only have two services to prioritize, so it would be a lot easier to
promote them to start first then to demote all other services to start later.

Anyway to do that?

FYI, using the latest Windows Pro XP/Office 2003 with updates on a Dell
Lattitude D800 Laptop; Develop in Visual Basic 2005
