Prioritizing rules

Outlook 2007: Using rules, many of the targeted emails with specific header
often goes into my Junk folder, or disappears. is there a way to prioritize
the rules so that this one goes first, then a second, and so on? Used Eudora
for years and it was much better in that regard. I'm losing many emails into
the Junk folder.
 
Outlook runs them in the order they are listed. The junk email filter always
go first.

Thanks. Is there a way to reorder the rules. I have a number of them, and
dozens of individual mailboxes, but some are more important than others.

Sure. Open the rules wizard, select a rule and click the up and down arrows.
