MSCONFIG restarts system

Had to disable startup items. so opened MSCONFIG. by mistake disabled
"load system services" also, as soon as the MSCONFIG window comes up,
system restarts. new user doesnt help. safe mode doesnt help. anyway
I
can auto start "system services" by using command prompt in safe mode
or something?

You could try restoring the system with System Restore.
