printer uses 100% of the cpu

I have 2 compaq presario laptops. One has an AMD processor using XP pro and
has a gig of ram. It is a presario 2100. The other is a presario 2200 and
has a celeron processor and 512 meg of memory. Both exhibit the same problem
when printing to a HP PSC 1315 xl all in one printer. If something goes
wrong with the print such as the printer going offline, the computer hangs.
I look at the performance tab on the task manager, and it shows 100% cpu
usage. I stop all running programs and the CPU usage stays pegged at 100%.
I can't delete the print job from the queue and if I restart, it tries to
print it again, and the same thing happens. I have tried ending different
processes, but I have no idea what they are and it doesn't do any good.

It ususally takes rebooting about 5 times to get rid of the print job and
get my computer back.

BTW, as I write this, I am using between 0 and 3% of the cpu.

Is this a Windows problem? Is there any cure?
