Printer installation

I keep getting an error message every time I try to install manually or by XP finding the printer, "Printer not installed, access denied" ? I've tried using the XP help/troubleshooting and no luck. I then tried the Windows/Microsoft FAQ's and close but still no help. The computer finds the new hardware the printer reacts and the XP program wants to load but then the error message shows up and nothing? Can anyone help?
 
Are you logged on as an Administrator or User with Admin Rights when you try
to install the printer?

What make and model of printer?

i keep getting the same message.. then it will say that the printer spooler is not on or something like that
