Prevent Changes to Custom Form

Hi - In Outlook 2007, is the folder owner the only one who can change a
custom form, or can anyone who has edit/delete permission? If anyone can
change it, can it be locked? Thanks.

Only a folder owner can publish a custom form to the folder, because it is a
hidden item and only folder owners can create, delete, and modify hidden
items (which would also include custom views for that folder). Other users
can alter the form and publish it to their Personal Forms library, but they
cannot alter the version published to the folder.
