Powercfg.exe with Group Policy

Because I have users who switch between desktops and laptops, and power
settings are user-specific (as opposed to machine-specific), I'd like to
setup a script that will set the correct power scheme and settings for a user
logging on to either a desktop or laptop. I've investigated the Powercfg.exe
program, and understand how to use it, but users (non-administrators) don't
have correct permissions to make changes to the power options using this
program. Has someone successfully accomplished what I'm trying to do? Or,
does anyone have information about how to run Powercfg.exe as a user, even if
it requires some registry permission changes, etc.?
