Power Scheme Group Policy

We have some computers which we need to set power options to "Always On" no
matter who logs in. Since the user need at least Power Users right to change
the power options, we are testing w/ MS article 915160 that describes how to
use Powercfg.exe in Group Policy to have this power options set even though
the user only has regular user rights. We followed this article step by step
to create the Group Policy and applied to user and computer objects but it is
not working.

Any ideas?
