Where are the instructions on how to configure the
permissions for a power user ... my understanding is that
they can be more than a plain user and less than an
administrator ... but i cannot find ANY instructions on
this ..

To Change user account to Power Users group:

Click Start, and then click Run.
In the Open box, type control userpasswords2, and then click OK.
In the dialog box that appears, highlight the user account\click
Properties\go to member of group\select Power Users group, and then click
OK.

Note:
According to these links, the power or standard user group does
exist in WXP Home.
