Power Schems options

Can you make a policy change so that all users have access to change their
power scheme options? I don't necessary need to have everybody with the same
settings, I just want them to be able to access this option to make their
own changes without them being a power user. As a regular user, they are
denied from making any changes to the Power Options.

Give the Users group full access to the powercfg.cpl file in c:\winnt\system32

That should allow Users to change the power options

I change the security settings. But when I try to change the power settings
I get this message.
"Power Policy Manager unble to set active policy"

Any suggestions?
