Power Schemes

users in the user group are unable to change the power
scheme - so I changed the rights of the user to ADMIN
rights and changed the power scheme & changed the rights
back to the user group.
It does not follow the power scheme. The monitor shuts
off, goes into standby, etc. but the scheme says never to
all the options (shut monitor off, standby, etc). Any
ideas on how to fix this.
