The "power options" icon has disappeared from my control panal (along with
the ability to use any of the options). Does anyone know how to get it
back?

Prevents any programs on the Start/Settings menu from runnin

Disable Control Pane

If this is not a Group Policy issue, then you are missing the shortcut to the Control panel applet, the applet is usually located in the systems folder under WINNT.

I found powercfg.cpl in the systems32 folder. clicking/double clicking on
it does nothing. The tried every setting in the Group Policy editor
including "disable". No help so far.

Any other ideas?

Are the power options missing from your Screen Saver tab in Display
Properties?

My powercfg.cpl shows binary data when double clicked, opens in notepad.
It's in Winnt/ServicePackFiles/i386. All the cpl files do this. When I rt
click this, an option to "open with control panel" appears. This opens it.

see this : http://www.computerhope.com/issues/ch000136.htm You can extract
a corrupted .cpl file back into the appropriate directory to repair it. You
can also test each cpl icon by typing its name in msdos [run cmd] mode.
Example to run tweakui, I go to the directory in msdos, then type
tweakui.cpl.

I use TweakUI to make any changes in cp.
