Power on problem

Upgrded M/board, cpu and psu. OS Win XP home ed. If dvd
and rewrite cd drives are connected sys will not start.
Disconnect one of the cd drives and the sys will start
after it has been disconnected from the mains power
supply. Have checked connections, bios and master/slave
config. Anybody out there come across this. If so what is
the solution?
