PC won't start?

Philips iQoun PC with an MSI MS-7071 m/b.
At switch on there's a quick display of the boot screen then the monitor
switches back to standby, can't even get to BIOS Setup.
There are no POST beeps at all.
All fans are running and no dust inside it.
The PC appears to be still booting because the HDD activity LED is flashing
but here's the odd thing, it's still flashing even with the HDD totally
disconnected, both power and data. Also have DVD drive disconnected.
Checked CMOS battery with multimeter, it's above 3V.
Also tried clearing CMOS with onboard jumper.
Tried reseating RAM.
Graphics and audio are onboard on this.
Almost certainly hardware fault but where to start, CPU, RAM, PSU or m/b
itself?
Any advice appreciated.

I'd start out trying a different powersupply

Thanks for the reply, don't have spare PSU to hand but may be able to borrow
one to test. The one in it is Jeantec 400W and looks new.

If you can borrow parts...in addition to borrowing a power supply
might as well see if you can borrow a video card and some RAM too.

A lot of H/W problems are solved simply by substituting known-good
components

With another 400W PSU was able to get into the BIOS but would shut down
trying to load Windows.
Watched the hardware monitor in BIOS and CPU temp kept creeping up until it
reached the default set point of 85C then PC shut down. It's a fairly good
quality heatsink and fan.
Like I said I didn't think the PSU in it was the original, too new looking,
the other one is older but seems can supply just that wee bit more.
Have no direct contact with the owner till midweek but it looks like he had
it with someone else who replaced the PSU and when that didn't work it came
to me!

Then the heatsink is not mounted right remove it and check all

This has nothing to do with the OS and as such does not belong HERE.

Ask elsewhere - perhaps a friend that knows about computers or a shop?

How many times do I (or someone else) have to remind
you Paul, that ..
#1 this is not your news group (thank heavens) and
#2 most of us enjoy helpin' when we can and learnin'
when we can't.

But if you can't understand that, why not go away? I
mean there's at least 6 or 8 of us that keep dropping
real BIG hints.

clean but will remove them and re-apply thermal compound.

about.
As for myself I am qualified to CompTia A+, Cisco CCNA as well as high level
qualifications in electronics, what have you got?
To the group 2 more questions.
1. Can a damaged CPU also cause m/b damage and vice versa?
2. Is it possible this was a bodged attempt at overclocking?

See wether your keyboard and mouse is responding or not when powered on.If
didnt then its RAM problem.Remove installed memory from the slots clean
them throughly also clean theRAM system slots throughly.Then install the
memory and powerup the computer.This should resolve the problem.Cause dust
inside the RAM system slots which may prevent the memory to communicate
properly with system.

Gee, all those fancy initials yet you need to come to a newsgroup to
seek help? Stay the hell away from my computers and my domain. This
just proves that all those little initals and certifications aren't
worth the paper they are printed on.

Casting my eye down this through this thread, I found it hard to follow,
then I checked my killfile and spotted that Paul1943 was in it. He is
present in there because I recently spotted that he was plastering rude
unehlpful "answers" to people all over the place.

An old famous English saying, " You can't educate Pork ! "
