Power notification not given

In Power Options I have are

Activate low battery alarm when power level reaches "15%"
Notification "Sound, text"
Action "No action"
Run program "None"

For critical battery alarm I have the same settings except at 8%.

But in fact I don't get sound or text. (I've checked, and the
speakers are not muted. In any event, I'd think I'd notice a pop-up
message.) Instead, the computer just hibernates without warning when
the battery is low. When I plug it in and restart it, sometimes when
it comes out of hibernation I see a warning that battery is low and
to save unsaved work.

How can I get notification of hibernation before it happens? This is
XP Pro SP2.

Depends on the brand.
You never even told us it was a laptop?
We aren't mind readers?
Look for "Toshiba utilities" in program list or in the control panel if it's
a Toshiba.
Sometimes these sort of things override Windows settings.

Sorry, I didn't think it was necessary to spell that out, because
VERY few non-laptops have batteries.
Look for "Toshiba utilities" in program list or in the control panel if it's
a Toshiba.

It's an Acer, but there don't seem to be any utilities aside from
Control Panel's Power applet.

I am having the same problem in Vista. Only I cannot find how to even set a
low battery alarm. All I have found is how to change battery settings which
doesn't seem to include a low battery alarm. I have not found a utility on
my hp laptop to control a battery alarm either.
Any help would be appreciated!

You're more likely to get an anwer if you repost your question to a
dedicated Vista newsgroup; this one's for XP. Or you could try searching the
Web first (with eg the ever-popular Google).
